The National Science and Technology Centre for Disaster Reduction (NCDR), Taiwan, and the Indian Institute of Technology Roorkee (IIT Roorkee) signed a Memorandum of Understanding (MoU) during a visit by NCDR scientists and faculty members, as well as their director Dr. Hongey Chen.

In order to advance relationships and mutual understanding between NCDR and the Centre of Excellence in Disaster Mitigation and Management (CoEDMM) of IIT Roorkee, this MoU intends to strengthen scientific and academic cooperation and scientific research.

Mutually creating technological solutions for natural catastrophes such earthquakes, landslides, floods, debris flows, and compound disasters is the main goal of the MoU. The goal of the IIT Roorkee and NCDR researchers is to jointly create an early warning sensor network with P-Alert sensors at specific Uttarakhand areas.

Prof K K Pant, Director IIT Roorkee, highlighted, "Disaster risk reduction (DRR) is an integral part of social and economic development, and this would be a lasting cooperation of IIT Roorkee with the National Science and Technology Centre for Disaster Reduction (NCDR), Taiwan in development of sustainable mitigation of natural hazards for the future. We recognize building resilient infrastructure and reaffirm the interrelationship between disaster risk reduction and sustainable development."

An Earthquake Early Warning Systems (EEWS) Technical Workshop is held after the signing of the Memorandum of Understanding. The IIT Roorkee establishes the first Earthquake Early Warning System (EEWS) in India, known as the Uttarakhand Earthquake Early Warning System (UEEWS). The alarm system is currently only operational in India's Uttarakhand state. Other areas inside and outside of India should be included in the EEWS. Prof. K. K. Pant thanked the organisers and expressed his hope for a successful event, noting that this was the driving force behind SAADRI and CoEDMM IIT Roorkee.
