The government on Monday signed a memorandum of agreement (MoA) with Tata Technologies for 10 years to transform 149 government-owned Industrial Training Institutes (ITIs) into Centres of Excellence (CoE) with the latest infrastructure, industry-oriented courseware and training.

Speaking on the occasion, state labour resources minister Jibesh Kumar said it will transform the technology landscape of the state and lead to better upskill and employment opportunities for the youth of Bihar. “As we train our talent and provide an industrial platform through these centres, this will also position the state as a potential investment destination for those industry players who are keen on embracing Industry 4.0 and smart technologies for manufacturing,” he said.

He added: “The centres will facilitate 23 new technologically advanced trade courses covering some in-demand latest technologies like electric vehicles, robotics, digital manufacturing, automation, and artisanship. Students can expect multiple certifications from technology providers in addition to the certification provided by the CoEs across all trades leading to better employment opportunities for them.”

Under the MoA, ITIs will be transformed in two phases as part of the initiative to implement projects of high social impact and complement the nation-building efforts of the government. It will not only cater to advanced skill requirements of students and prospective employers but also act as technology and industrial hubs for the MSMEs. The total investment under this project would be about Rs4,606.97 crore.

In the first phase, 60 centres will be upgraded to CoEs by December 31, 2022, as per the agreement. The remaining 89 centres would be transformed by 2023. The company will also deploy 298 training personnel along with industry partners and will facilitate the deployment of advanced tools and equipment. This project aims to upgrade the skills of the basic workforce as per future industry requirements and offer a platform to the participants to help them get preference for placements in the industries. The proposal was approved by the cabinet on December 28 last year.

Additional chief secretary of the department, Vandana Kini, said, “This collaboration will help us provide the best possible technology training ecosystem. As part of the ‘Saat Nischay part-2' plan, we aim to train and empower the youth of Bihar so that they can innovate new technology solutions in the state as well as to attract investments from companies and create jobs.”

Speaking virtually on the occasion, Warren Harris, managing director-cum-CEO of Tata Technologies, said, “We intend to leverage our digital engineering expertise and manufacturing domain knowledge to develop future-ready courseware and training platform that allows students to develop their capabilities in the latest technology.”

Pawan Bhageria, president of Tata Technologies, said, “Our experience of working with global original equipment manufacturers on new technologies and solutions and understanding of the manufacturing value chain allows us to develop an industry-relevant curriculum that will equip students with skills that are being sought by manufacturing companies."
